Socializing your puppy is so much more than going places, meeting people, and other dogs.  Until your puppy is fully vaccinated he should not be on the ground in public places to reduce the risk of Parvo.  This is a nice list of ways to socialize your puppy many of which do not require your puppy to be on the ground in public.
